EVALUASI KINERJA JARINGAN JALAN KABUPATEN SRAGEN PADA KONDISI SEBELUM DAN SESUDAH ADANYA JALAN TOL SOLO-KERTOSONO

Abstract

Sragen Regency is passed by the Solo - Kertosono Toll Road which was built to increase the mobility and capacity of the road network to facilitate the distribution of trade in Indonesia. The existence of the toll road can affect the performance of the road network around it, including Sragen Regency. This study aims to determine the impact of the Solo - Kertosono Toll Road on the Sragen Regency by evaluating the performance of the Sragen Regency Road network with or without the toll road. The Parameter used in determining the performance of the road network is the Volume to Capacity Ratio (VCR). Traffic movement pattern in Sragen Regency is estimated using the EMME/3 program in the form of Origin - Destination Matrix with gravity model and obtained parameter value of β is 0,0647. Comparison of the value of VCR in Sragen Regency Road network with toll roads and without toll roads in the range of VCR < 0.8 are 82.93% and 78.05%, the range of 0.8 ≤ VCR < 1 are 14.63% and 16.26%, and the range of VCR ≥ 1 are 2.44% and 5.69%.

Kabupaten Sragen dilewati oleh Jalan Tol Solo - Kertosono yang dibangun dengan tujuan meningkatkan mobilitas dan kapasitas jaringan jalan untuk memperlancar distribusi perdagangan di Indonesia. Keberadaan jalan tol tersebut dapat mempengaruhi kinerja jaringan jalan di daerah sekitarnya termasuk Kabupaten Sragen. Penelitian ini bertujuan untuk mengetahui dampak adanya Jalan Tol Solo - Kertosono terhadap Kabupaten Sragen dengan mengevaluasi kinerja jaringan Jalan Kabupaten Sragen dengan adanya jalan tol maupun tanpa jalan tol tersebut. Parameter yang digunakan dalam menentukan kinerja jaringan jalan ialah Nisbah Volume Kapasitas (NVK). Pola pergerakan lalu lintas di Kabupaten Sragen diestimasi menggunakan program EMME/3 dalam bentuk Matriks Asal Tujuan dengan model gravity dan didapat nilai parameter β sebesar 0,0647. Perbandingan nilai NVK pada jaringan Jalan Kabupaten Sragen dengan jalan tol dan tanpa jalan tol pada rentang NVK < 0,8 adalah 82,93% dan 78,05%, rentang 0,8 ≤ NVK < 1 adalah 14,63% dan 16,26%, serta rentang NVK ≥ 1 adalah 2,44% dan 5,69%.
