This research aims to describe participationstakeholder in preparing the Village RPJM in Pecoro Village. Theconcept of this research uses Ericson's theory of participation inSlamet (1993), there are 3 indicators of participation, participationat the planning stage, participation at the implementation stage,participation at the utilization stage. At the planning stage, thedeliberation process taking place in Pecoro Village is still waitingfor guidance from the village or the Village RPJM drafting teamcommittee. The implementation stage of the Village RPJM resultsin Pecoro Village is simply participation by participationstakeholder in the village program. Thisresearch was carried out because in the process of managingVillage Fund Allocations in Kuncirejo Village there wereproblems at the reporting stage because the report made by theBawah Village Government had a discrepancy with the valuesof the dimensions of financial accountability. Even though thevillage government has managed the allocation of village fundson a basis online namely by using the Village Financial System(SISKEUDES) application, physical reports need to be made byvillage government officials because the village governmentmust be ready to account for all activities carried out usingvillage finances, especially the allocation of village funds.Financial accountability is important to carry out because itcontains the responsibility of the village government in usingvillage fund allocations as an illustration of the villagegovernment's performance in managing public finances whichwill later be accountable to the regional government, so that thecommunity can also know the actual results of the villagegovernment's performance. This research was conducted inMejadrejo Village, Gumukmas District, Jember Regency. Datacollection was carried out by direct observation in the field andby interviews with the Village Head, Head of Finance, Head ofVillage Welfare Section, SISKEUDES Application Operator,and BPD. This research employs a qualitative descriptiveapproach through interviews, observations, and documentation. Bakorwil V Jember implements the ASN core value ofhaving morals in accordance with the Circular Letter of theGovernor of East Java Number 800/1456/031.2/2022, the aim ofwhich is as a basic value and work culture for ASN in East Java.The core value of BerAKHLAK is a program that contains a seriesof basic values guidelines and a code of ethics for ASN that areuniform nationally in accordance with the Circular Letter of theMinistry of Empowerment of State Apparatus Bureaucratic Reform(MenPAN RB) Number 20 of 2021. The implementation of the corevalue of BerAKHLAK for ASN is assessed using indicators ofethical values Widodo's public administration which includes 7indicators, namely efficiency value, value of distinguishing betweenpersonal and office property, impersonal value, crystal systemvalue, responsible value, accountability value and responsivenessvalue. The type of research used in this research is descriptiveresearch with a qualitative approach. The results of the researchshow that from the application of the ASN BerAKHLAK corevalues, five public administration ethical values were found, namelythe values of efficiency, impersonal, ethical system, responsibility,accountability and responsiveness. This research is a type of mixed methodsresearch by collecting data through observation, interviews,questionnaires and documentation. The informants taken byresearchers were service recipients and employees whounderstand the public service process in Campurdarat District.In this study, researchers used five concepts of service quality,namely tangible, reliability, responsiveness, assurance,empathy to determine the quality of service implemented. Basedon the data findings, the quality of population administrationservices in Campurdarat District is considered quite good.Based on the five concepts of service quality, there are twoaspects that still have shortcomings. These deficiencies include,among other things, physical evidence and collateral, wherethere are deficiencies in the inadequate facilities andinfrastructure and inappropriate operational hours.
