<p><strong><em>Abstrak : </em></strong><em>To facilitate village communities in democracy, village development planning meetings were held, especially the process of preparing the Village Medium Term Development Plan which was carried out in Pecoro Village, Rambipuji District, Jember Regency. However, the preparation of the RPJM in Pecoro Village for stakeholder participation was still not very participatory so that the democratic space provided by the village was not utilized as optimally as possible. This research aims to describe participation stakeholder in preparing the Village RPJM in Pecoro Village. The concept of this research uses Ericson's theory of participation in Slamet (1993), there are 3 indicators of participation, participation at the planning stage, participation at the implementation stage, participation at the utilization stage. At the planning stage, the deliberation process taking place in Pecoro Village is still waiting for guidance from the village or the Village RPJM drafting team committee. The implementation stage of the Village RPJM results in Pecoro Village is simply participation by participation stakeholder in the village program. <p><em>This research will focus on the management of Village Fund Allocations (ADD) at the reporting stage, which is the most important part of managing Village Fund Allocations. This research was carried out because in the process of managing Village Fund Allocations in Kuncirejo Village there were problems at the reporting stage because the report made by the Bawah Village Government had a discrepancy with the values of the dimensions of financial accountability. Even though the village government has managed the allocation of village funds on a basis online namely by using the Village Financial System (SISKEUDES) application, physical reports need to be made by village government officials because the village government must be ready to account for all activities carried out using village finances, especially the allocation of village funds. Financial accountability is important to carry out because it contains the responsibility of the village government in using village fund allocations as an illustration of the village government's performance in managing public finances which will later be accountable to the regional government, so that the community can also know the actual results of the village government's performance. This research was conducted in Mejadrejo Village, Gumukmas District, Jember Regency. Data collection was carried out by direct observation in the field and by interviews with the Village Head, Head of Finance, Head of Village Welfare Section, SISKEUDES Application Operator, and BPD. This research shows that the reports made by village government officials are in accordance with applicable procedures, but there is still a lot of disinformation being conveyed because any changes that occur during the management of village fund allocations are not conveyed in detail through information banners and other village social media.</em></p>Abdurrahman WahidTree Setiawan PamungkasDina Suryawati

<p><em>This study aims to describe the level of community participation based on its implementation mechanisms in development planning in Sidomekar Village, Semboro Subdistrict, Jember Regency. This research employs a qualitative descriptive approach through interviews, observations, and documentation. It uses the community participation ladder concept by Muluk (2007). The results show that based on Muluk's (2007) participation ladder, the level of community participation in the preparation of the 2024 Village Government Work Plan (RKPDes) in Sidomekar Village is at a moderate level, which is on the consultation rung, with instances of manipulation in the involvement of community elements in the village meetings and village development planning meetings.</em></p>Abdul Azis RamadhaniSupranotoSutomo

<p><em>This article aims to describe the application of the core value of BerAKHLAK ASN in the conception of ethical values of public administration at the East Java Provincial Government and Development Regional Coordinating Agency in Jember (Bakorwil) V Jember. Bakorwil V Jember implements the ASN core value of having morals in accordance with the Circular Letter of the Governor of East Java Number 800/1456/031.2/2022, the aim of which is as a basic value and work culture for ASN in East Java. The core value of BerAKHLAK is a program that contains a series of basic values guidelines and a code of ethics for ASN that are uniform nationally in accordance with the Circular Letter of the Ministry of Empowerment of State Apparatus Bureaucratic Reform (MenPAN RB) Number 20 of 2021. The implementation of the core value of BerAKHLAK for ASN is assessed using indicators of ethical values Widodo's public administration which includes 7 indicators, namely efficiency value, value of distinguishing between personal and office property, impersonal value, crystal system value, responsible value, accountability value and responsiveness value. The type of research used in this research is descriptive research with a qualitative approach. The results of the research show that from the application of the ASN BerAKHLAK core values, five public administration ethical values were found, namely the values of efficiency, impersonal, ethical system, responsibility, accountability and responsiveness. This shows that the implementation of the core value of BerAKHLAK ASN in Bakorwil V Jember is in accordance with the ethical values of public administration even though it does not include all values.</em></p>Wuri HandayaniDina SuryawatiHermanto Rohman

<p><strong><em>Abstract: </em></strong></p> <p><em>This research was designed to determine the quality of population administration services in Campurdarat District, Tulungagung Regency. This research is a type of mixed methods research by collecting data through observation, interviews, questionnaires and documentation. The informants taken by researchers were service recipients and employees who understand the public service process in Campurdarat District. In this study, researchers used five concepts of service quality, namely tangible, reliability, responsiveness, assurance, empathy to determine the quality of service implemented. Based on the data findings, the quality of population administration services in Campurdarat District is considered quite good. Based on the five concepts of service quality, there are two aspects that still have shortcomings. These deficiencies include, among other things, physical evidence and collateral, where there are deficiencies in the inadequate facilities and infrastructure and inappropriate operational hours.
