Abstract

Humans are created by God with the same position or degree. However, we as humans still often discriminate. One group that often experiences discrimination is people with disabilities. Jember is an area that has made improvements to the protection and fulfillment of the rights of persons with disabilities. The research method used in this study is a qualitative method with a descriptive approach. The theory used is social reality reconstruction theory. The results of this study indicate that the formation of regulations in the form of Disability Regional Regulation No. 07 of 2016 has not had a maximum impact on society. The 2 percent quota for workers with disabilities to work has not been fully filled by workers with disabilities. The training provided is considered ineffective in helping people with disabilities to get jobs.
