The purpose of this study is to explain how the role of the Klatakan Village community in preserving Mangrove forests and Blekok bird habitat and explaining how the community's role in Blekok Village tourism development is funded by the Situbondo Regency Government. Research data with this qualitative method were obtained from interviews with local community leaders and officials at the Situbondo Regency Environmental Agency. Based on the results of the study, the role of local leaders (village leaders of the Klatakan village) is first, to raise the solidarity of local residents so as not to cut down trees and at the same time reforest the Mangrove forests. Secondly, it prevents efforts to catch Blekok birds returning to their habitat. Third, convincing the Office of the Environment to develop Blekok Village Tourism ". Furthermore, the local community is trusted by the Government as the manager of Blekok Village Tourism
