Abstract

Since 1973, homosexual groups have been excluded from the abnormal category in the Diagnostic Guidelines for Mental Disorders. As a result of this policy, a number of countries legalized LGBTQ+ activities in several forms, including legalizing sexual activity and same-sex marriage. Thailand is the only country in south-east Asia that legalized LGBTQ+ activities. Thailand is also quite synonymous with Ladyboys who are closely associated with the profession of sex workers. This article analyzes the reasons why Thailand legalized LGBTQ+ activities. The research was
conducted using a literature study method, using the concept of Nation Culture Shaping Public Policy developed by Kathrine A. Daniell. This article argues that Thailand's legalization of LGBTQ+ activities is influenced by three things: First, the existence of local actors and instruments, second, cultural generalization through international involvement and the impact on a country's economic behavior
